Dumpster Permits in Visalia, CA

When you need a City encroachment permit, who may run roll-offs in city limits, and the recycling rules for construction debris.

Driveway or private property

If the container sits entirely on your own property, such as your driveway, you generally don't need a City encroachment permit. Check any HOA rules.

Street, sidewalk or other public right-of-way

The City of Visalia requires an encroachment permit for any work or restriction within the City right-of-way (Municipal Code 12.12.010). Applications go to the Encroachment Permit Office, Engineering Division, City Hall East, 315 E. Acequia Ave. Phone (559) 713-4339, email EPO@visalia.city. (City of Visalia: Encroachment Permits)

Who can provide a roll-off inside city limits

Visalia Municipal Code 8.28.130 requires a franchise permit from the City before anyone provides roll-off service within city limits, and franchised roll-offs may carry only construction & demolition debris and/or recyclables. Other refuse goes through the City. The City runs its own temporary roll-off service (8.28.140), generally limited to 30 days in any 12 months except for permitted construction. Containers need 40 ft of clearance for servicing and can't be loaded over 7 tons (8.28.100). (Visalia Municipal Code 8.28)

City of Visalia temporary bins

The City rents 2-40 yard temporary bins for up to 30 days every 12 months: a 15 yard low-boy for cement and dirt, and 20/30/40 yard roll-offs for general trash, brush and green waste. Tires, e-waste and household hazardous waste aren't allowed. First-time renters visit 707 W. Acequia Ave; phone 559-713-4499. (City of Visalia: Temporary Bin Rentals)

Construction & demolition recycling

Under Visalia's C&D ordinance (Chapter 8.29), covered projects must submit a C&D Recycling and Reuse Plan and divert 100% of inert solids and 65% of remaining debris. Covered projects include kitchen and bath renovations of any size, residential remodels of 500 sq ft or more or over $20,000, and demolition of 500 sq ft or more. (City of Visalia: Construction and Demolition)

Outside Visalia

Other cities set their own rules, for example Tulare and Porterville. In unincorporated Tulare County, county-maintained roads need an encroachment permit from the Tulare County Resource Management Agency (559-624-7000).

This is a summary for planning, not legal advice. Rules and fees change, so confirm with the City before you place a container.
